NaaS x Heishan County Cooperation: Setting a Regional Paradigm of New Energy Service

On May 6, NaaS (NASDAQ: NAAS) inked a strategic cooperation agreement with Heishan County, Jinzhou, Liaoning, whereby the parties will engage in new energy charging infrastructure building and operation, clean energy development and industrialization, NEWLINKS project building, carbon peaking and neutrality planning and governance in urban transport energy. The event was in the presence of Yang Weixin, Director of Standing Committee of Jinzhou Municipal People’s Congress and Secretary of the Jinzhou Municipal CPC Leadership Group, Miao Zhengge, Member of the Jinzhou Municipal CPC Leadership Group and Deputy Mayor of Jinzhou, Teng Fei, Secretary of the Heishan County Party Committee, Wang Hua, Deputy Secretary of the Heishan County Party Committee and County Magistrate, and Wang Yang, Founder and CEO of NaaS.


Specifically, in collaboration with the Heishan County, NaaS will work on NEV charging infrastructure planning, building and operation for “unifying building and operating” charging stations. And built on the county’s official charging and swapping facility management platform, “vehicle-charging pile-grid-electricity” integrated management model will be adopted to centralize governance and supervision of energy structure, electricity trading, and carbon management within territory of the county. The parties will also jointly establish NEWLINKS demonstration station integrating “fuel, electricity, gas and PV combined energy storage charging and swapping”, featuring “Heishan Pattern” with a broad range of scenarios for uptake of clean energy.

 

In addition, Heishan County will deploy provincial and municipal fiscal funds at all levels, initiate and found a Heishan Country Green Energy Industry Fund collectively with NaaS and other strategic investors. The fund mainly contributes to green and low carbon development of the county with focus on low carbon energy alternatives and industrial improvements, including new products, businesses and models in wind power, PV, smart energy, etc.

A package of policies in favor with the new energy industry have been recently unveiled, including the incentive on rural accessibility of NEVs and infrastructure. The State Council indicated at the May 5 executive session that targeting prominent bottlenecks regarding wider coverage of NEVs in rural areas, efforts should be made on advance construction of charging infrastructure and innovation of charging infrastructure building, operation and maintenance models, so as to make sure that “infrastructures are built, managed and maintained”. Rural NEV market is promising and faster charging infrastructure construction facilitates unleashing potential of rural consumption for purchase and uptake of NEVs while injecting new vitality to rural vitalization through development of such new businesses as rural tourism.

In recent years, wind power, PV, biomass and other new energy sectors have been booming in Heishan County. Leveraging the scale advantage and cluster effect of wind power base and combining smart grid, energy storage, hydrogen energy, green transport, clean energy heating and other sectors, an energy production and consumption chain with clean energy at the core and characteristics of diversity and connectivity is taking shape, which has remarkably promoted high-quality development of local green and low carbon economy.


On April 29, SPIC 400MW Wind Power Project in Heishan County was connected to grid for power generation at full capacity. The project is reportedly a major clean energy project in Liaoning Province during the period of “The 14th Five-Year Plan”. Known as the onshore wind power project with the largest unit capacity, the project as built and put into operation can annually provide 1.13 billion kWh green electricity to grids to meet yearly power consumption of nearly 600,000 households. 


As a new energy service provider, NaaS delivers one-stop industry solutions from station planing and site consulting to EPC engineering, connectivity, operation & maintenance, station management and user-side energy storage, PV, and virtual power plant. Till March 31, 2023, NaaS’ charging service network covered 55,000 charging stations and 575,000 chargers. In 2023Q1, NaaS' charging volume rose 112% to 1.023 billion kWh, representing 21% of the national total.
